Consultative meeting with Kyrgyz Members of Parliament

Who are the local partners of WECF? We introduce them, so the work of these organisations will be better known. This time we would like to present Social Technologies Agency (STA) from Kyrgyzstan.

STA conducted in December 2013 a consultative meeting with Kyrgyz Members of Parliament (MPs) on the issues of access to clean drinking water and sanitation. The meeting was held in the parliamentary conference room Jogorku Kenesh. Seven MPs attended the meeting, namely:  Aynuru Altybaeva (faction " Ar- Namys"), Gulnara Zhamgyrchieva (faction "SDPK"), Mairamkan Kadyrbekova (faction "Ata - Jurt"), Natalia Nikitenko (faction "Ata-Meken"), Cholpon Sultanbekova (faction "Republic"), Elmira Djumalieva (parliamentary group " Yntymak "), Mairamkul Tilenchieva (faction "Ar-Namys").

A White Paper titled "Analytical recommendations: Gender aspects of access to clean drinking water and sanitation" was presented to the participants. Experts of the working group were present to speak about the paper. These experts were Anna Kirilenko (environmental experts), Zulfiya Kochorbaeva (gender expert and director of STA), Nadezhda Prigoda (gender expert) and Eugeny Grechko (STA program coordinator).

The speakers focused the attention of the deputies on important problems as access to water and sanitation and also made a recommendation on how to solve these problems. During the discussion that followed the deputies confirmed the importance of these problems. They agreed there is a need to strengthen the monitoring system for sanitation and to develop mechanisms that guarantee equal access to safe drinking water and sanitation for both men and women.

A great development was the expressed interest of the MPs in promoting the sensitive topic of a gender approach to water and sanitation at the legislation and implementation level of public policies. The result was that they proposed to start working in 2014 on a common basis in the form of an expert group. They also proposed to develop proposals for the optimisation of the legislation, to strengthen the parliamentary control over the work of the government and to hold parliamentary hearings on the issues that were highlighted in the paper. 



Last July STA held a round table meeting in Bishkek, were ten representatives of local NGOs from all regions of Kyrgyzstan (all of them are regional coordinators of the Alliance of Women Legislative Initiatives) were present as well as the experts of the paper. The participants learned about the paper and gave their recommendations on the next steps that should be taken, including the implementation of water and sanitation issues in the plans of local councils. Thirty copies of the draft of the White Paper were passed on to regional NGOs through the participants of the round table.
