Global Action Plan International

GAP is a network of national and some local organisations working for a common goal: to empower people to live increasingly sustainable lives. We interpret “sustainability” in the widest sense, to be about inventing a pluralistic society in harmony with itself and its human and natural environment.

Each member organisation is an independent entity with full responsibility for designing and delivering appropriate programmes, and for its own funding and financial management. Alignment of purpose and methods is through exchange of experience. The international secretariat, based in Sweden, also analyses results of the member organisations and acts as a repository for the growing body of knowledge and theory concerning empowerment, as well as cross-pollinating through workshops and other events.

Leadership, empowerment and other training programmes are also offered to NGOs outside the GAP network.

In some countries the member organisation has state or other public funding as a basis. In others, grants are the major funding source. In yet others, all or most funding is through contracts. GAP is currently active in 18 countries.

Marilyn Mehlmann has acted as general secretary of GAP International since 1995. She is a management consultant, trainer, coach and psychologist, who also focalizes the international analysis, synthesis and design work of GAP.

Projects, issues, goals

The projects and issues vary widely from country to country. For instance, in Ukraine the main focus is on women’s organisations; in Poland most work is concerned with schools; the USA emphasizes personal empowerment, and so on. The common concern is to empower people – many people – to participate in accelerating the transition to a sustainable society. Our web site contains links to national sites.

For international projects the international secretariat puts together teams of people from different countries. A selection of GAP’s recent and ongoing international projects is shown in the table below.
