WECF co-organises NGO participation in Bucharest on the Water and Health Protocol

WECF co-organises workshop on June 15-16 2010 in Bucharest, in cooperation with the United Nation - UNECE, WHO-Regional Office for Europe, Ministry of Environment and Forests of Romania, and Global Water Partnership Romania

The Advisory Assistance Programme for Environmental protection in the Countries of Central and Eastern Europe, the Caucasus and Central Asia of the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety gives WECF financial support for the organization of a workshop on the effective potential of non-governmental organizations (NGOs) and the authorities in the countries of the former Soviet Union and the EU in the issues of environment and water. This is done in the context of the implementation of the “Protocol on Water and Health”.

The workshop will take place on June 15-16 2010 in Bucharest in cooperation with the United Nation - UNECE for Europe, WHO-Regional Office for Europe, Ministry of Environment and Forests of Romania, and Global Water Partnership Romania. There will participate 40-80 representatives of non-governmental-organizations (NGOs) as well as institutional and governmental deputies from the WHO Euro-region in the workshop on information and public participation on water and health issues. The „Protocol on Water and Health“ (PWH) of the World Health Organisation (WHO) and of the United Nations Economic Commission for Europe (UNECE) was adopted in 1999 during the third Ministry Conference on Environment and Health in London. The PWH is the first international convention on promoting health through improved water protection (ground- and surface water) and through controlling water caused diseases.
The PWH emphasizes the access to environmental information and public participation. It realises the important role of the public to improve the situation concerning water protection. The public should be given the opportunity to express their concerns, and the authorities should be enabled to take into account the experiences, the needs and the information of the civil society.

Overall objectives of the project:

Improving environmental protection, especially water protection and public health
Strengthening the cooperation between the authorities /government officials, the public and NGOs in the implementation of the PWH, especially in countries of the former Soviet Union
Creating a strategy paper on public participation in the implementation of the PWH
Organizing of a workshop for government officials responsible for the implementation of the PWH and for NGOs in the issues environment, water and health

Das Beratungshilfeprogramm des Bundesumweltministeriums für den Umweltschutz in Mittel- und Osteuropa, dem Kaukasus und Zentralasien verleiht WECF finanzielle Unterstützung für das Organisieren einer Arbeitsseminar zur effektiven Nutzung des Potentials der Nichtregierungs- Organisationen (NROs) und Behörden in den Ländern der ehemaligen Sowjetunion und EU im Bereich Umwelt und Wasser, im Rahmen der Umsetzung des „Protocol on Water and Health“.

Das Arbeitsseminar wird in Zusammenarbeit mit den United Nation (UNECE), Genf, Ministerium für Umwelt und Forstwirtschaft, Rumänien, und Global Water Partnership- Romania, am 15-16 Juni 2010 in Bukarest statt finden. Es werden 70 bis 80 Teilnehmer der Nicht-Regierungsorganisationen (NRO), Institutions- und Regierungsvertreter aus der WHO-Euro Region am Arbeitsseminar zur Information und Bürgerbeteiligung zur wasser- und gesundheitsrelevanten Angelegenheiten teilnehmen.

Das „Protocol on Water and Health“ (PWH) der Weltgesundheitsorganisation (WHO) und der Wirtschaftskommission für Europa der Vereinten Nationen (UNECE) wurde während der 3. Ministerkonferenz für Umwelt und Gesundheit in London im Jahre 1999 erlassen. http://www.unece.org/env/water/text/text_protocol.htm

Das PWH ist das erste internationale Übereinkommen zur Gesundheitsförderung durch verbesserten Gewässerschutz (Grund- und Oberflächenwasser) und durch Bekämpfung wasserbedingter Krankheiten.
Das PWH legt großen Wert auf den Zugang zu umweltrelevanten Informationen und Beteiligung der Öffentlichkeit. Es erkennt die entscheidende Rolle der Öffentlichkeit zur Verbesserung der Situation beim Thema Gewässerschutz an. Der Öffentlichkeit sollte die Möglichkeit gegeben werden, ihre Anliegen zum Ausdruck zu bringen, und den Behörden sollte ermöglicht werden, die Erfahrungen, den Bedarf und die Informationen aus der Zivilgesellschaft zu berücksichtigen.

Übergeordnete Ziele des Projekts:

Verbesserung des Umweltschutzes, insbes. des Gewässerschutzes, und der öffentlichen Gesundheit
Stärkung der Zusammenarbeit der Behörden/Regierungsbeamten, Öffentlichkeit und NROs bei der Umsetzung des PWH, insbesondere in Ländern der ehemaligen Sowjetunion
Erstellen eines Strategiepapiers zur Öffentlichkeitsbeteiligung bei der Umsetzung des PWH
Organisation eines Arbeitsseminars für Regierungsbeamte, die verantwortlich sind für die Umsetzung des PWH, und für NROs aus den Bereichen Umwelt, Wasser und Gesundheit
