European Health, Environment NGOs and labour organisations demand clarification from European Commission on EFSA mandate to develop criteria for EDCs

On Monday 1st October, the European Commission requested the European Food Safety Agency to provide by March 2013 a scientific opinion on the human health and environmental risks associated with the possible presence of endocrine disruptors in the food chain.

At EU level, a consistent consultation process has been existing for years dedicated to the development of EDCs criteria to be used in all relevant EU regulations (not only EU food regulations) in which representatives from ECHA, DG Sanco, DG Environment, Member States, industry and civil society have been actively taking part for years.

EFSA’s mission on EDCs therefore appears at a minimum as an overlap with the existing process. Moreover, controversies on EFSA, whose budget discharge for 2010 has been refused by the European Parliament on May 2012 based among others reasons on EFSA’s chair conflict of interest, as well as questions raised on the validity of EFSA’s approach to EDCs, differing from other key risk assessors such as French ANSES, lead to question the relevance of EFSA’s new mandate on EDCs.

European Health and Environment NGOs and labour organizations therefore demand the European Commission to clarify the role of EFSA’s mission within the existing EU framework dedicated to EDCs criteria development: the mandate should not undermine or overlap the existing process which has so far made a multi-stakeholder dialogue possible and is progressively approaching its conclusions.
