Phthalate producers consider options under REACH
DEHP is on the EU candidate list but there is an exemption for medical uses

According to REACH Article 60.2 on the granting of authorisations, the
European Commission will not consider risks to human health arising from
the use of a substance in medical devices regulated by any of three
existing EU Directives on medical devices, and this provision - as
Arkema general manager David Royer points out - will apply to the use of
DEHP in blood bags. “We are, of course, very committed and confident
to go on selling in this application.” Arkema is not working yet on
the development of alternatives for low molecular weight phthalates such
as DEHP.
