Preparations for a National Appropriate Mitigation Action (Nama) in Georgia

The project will conduct all necessary preparations for a gender sensitive National Appropriate Mitigation Action (NAMA) that foresees the construction and installation of 10.000 solar collectors and 10.000 energy efficient stoves in 5 regions of Georgia (Mtskheta-Mtianeti, Kakheti, Samegrelo, Imereti, Samse-Javakheti).

This will be achieved through strengthening civil society organizations to foster climate mitigation activities, low-carbon development and poverty reduction in an inclusive and transparent way by enhancing interaction between different stakeholders. The needed technical and institutional capacity will be build and the project will advocate for the needed policy framework for implementation.

The main components of the action are:

• To develop and write the NAMA in close cooperation with the Ministry of Environment and other relevant stakeholders, including conducting relevant studies on the baseline situation and market research. The NAMA will be submitted to the UNFCCC by the Ministry of Environment towards the end of the project, and funding will be attracted.
• The project also aims to develop financial mechanisms, including a specific financing window for vulnerable people and women groups to ensure the action is inclusive and contributes to poverty reduction. The financing of the solar collectors in the NAMA will be partly through grants, loans and owners contribution. Equal access for women and men will be ensured.
• Furthermore, the project raises awareness among the regional implementation partners, small and medium enterprises, regional and local authorities, and the local population through meetings, round tables, leaflets and other publications.
• In order for the production and installation process of 10.000 solar collectors and stoves to be smooth, the current project builds the capacity of five construction teams (one per region) who will be working as crafts men/women in the NAMA. The teams will be organized in ‘help desks’ based on the resource centers and or local enterprises. They will be trained in hands on practical trainings in all aspects of construction, installation, maintenance and monitoring (including MRV, which stands for measurable, reportable and verifiable) of collectors and stoves.
• An important aspect is sharing experiences and lessons learned on the UNFCCC level, so that other countries can benefit from these experiences. Advocacy for the suitable political framework is another component of the project, carried out in parallel to the previous project ‘turn on the sun – live in comfort.

The project “Civil society organizations cooperate with government and other stakeholders on a NAMA for sustainable energy in rural areas” is coordinated by Greens Movement in partnership with WECF, Rural Communities Development Agency (RCDA), Georgian Ecological Agricultural Association (SEMA) and Social Development Center Akhaltsikhe (SDCA) funded by the European Commission in the framework of the Neighbourhood Civil Society Facility.
